SA: Man held in Jakarta on SA sex offences

ADELAIDE, Feb 27 AAP - A 66-year-old man has been arrested in Indonesia over sex offences
in South Australia dating back more than 30 years.

The man was taken into custody last Wednesday by police in Jakarta following an extradition
request from detectives working with the Paedophile Task Force, SA Police said today .

The man was wanted over sex offences against six boys between 1977 and 1994.

LDRA Achieves Common Weakness Enumeration Compatibility

LDRA, a provider of automated software verification, source code analysis, and test tools, announced that it has achieved Common Weakness Enumeration (CWE) Compatibility for the LDRA tool suite.

According to a release, the CWE project aims to better understand flaws in software and to create automated tools that can be used to identify, fix and prevent those flaws. CWE Compatibility confirms that the LDRA tool suite can identify common programming errors contributing to software containing potentially exploitable vulnerabilities.
The CWE project is an international community-developed formal list of common software weaknesses. CWE is a software assurance strategic initiative co-sponsored by the National Cyber Security Division of the U.S. Department of Homeland Security. The CWE effort aims to help shape and mature the code security assessment industry and to accelerate the use and utility of software assurance capabilities for organizations in reviewing the software systems they acquire or develop.

According to research directed by the National Institute of Security Technology, 64 percent of software vulnerabilities stem from programming errors. To help identify core weaknesses contributing to software vulnerabilities, MITRE Corp., a public interest not-for-profit organization, created the CWE list. MITRE manages several federally funded research and development centers, including one for the Department of Homeland Security which is mandated with developing the CWE project. CWE was created to address the concerns of organizations that want assurance that the software products they acquire and develop are free from known types of programming errors.

CWE Compatibility recognizes the ability of LDRA's static and dynamic analysis tools, LDRA Testbed and TBvision, to assist companies in finding security flaws and weaknesses in code, aiding the development of secure software applications. LDRA achieved CWE Compatibility by accurately mapping the LDRA tool suite to the coding rules of CWE so that the LDRA tool suite can identify reference and document weaknesses within the code.

"In today's world, the infrastructure of our everyday life hinges on software that is Internet-connected," acknowledged Ian Hennell, LDRA's Operations Director. "In such a world, the importance of securing software from any vulnerabilities and weaknesses ensures the safety of our basic infrastructure, whether communications, power distribution grids, medical information and services, traffic management system, airport traffic control, or financial information. LDRA is committed to identifying the typical programming errors that make software applications vulnerable to external attack and exploitation."

CWE noted that it establishes a list of software weaknesses that provides effective discussion, description, selection of the weaknesses as well as the use of software security tools and services that can find these weaknesses in source code and operational systems. CWE also seeks to better understand and manage software weaknesses at the architecture and design levels. LDRA has integrated the coding competencies that contribute to secure programming into the LDRA tool suite.

More than 100 Telstra call centre workers in Victoria's east have been told they'll
be axed .. with some of their jobs going to the Philippines.

Telstra will close its Moe call centre on April 13 .. meaning the 114 workers will
have to look for new jobs.

Telstra spokeswoman KARINA KEISLER says a new call centre in Melbourne's Docklands
.. with more than 11 hundred operators .. is expected to take most customer calls being
handled in Moe .. with any overflow to be handled in the Philippines.

She says all Moe workers will receive job seeking assistance .. including being encouraged
to apply for other Telstra roles .. relocation help and retrenchment benefits.

LINDA BEILHARZ .. from country Victoria .. has become the first Australian woman to
successfully trek to both the South and North poles.

The 50-year-old .. together with husband ROB RIGATO .. 58 .. and Canadian SARAH MCNAIR-LANDRY
.. 23 .. reached the North Pole from Ward Hunt Island .. the most northern tip of Canada,
at 2.30am (AEST) today.

Ms BEILHARZ'S mother VYRNA .. 75 .. of Carlton says she's excited and relieved at the
news the group had reached the Pole.

The group are catching up on sleep at the North Pole and will be picked up by a helicopter
that will take them to the Russian Barneo Ice Station .. then on to Svalbard .. which
is an archipelago in the Arctic.

The departure of the ship heading the search for the sunken World War Two hospital
ship Centaur has been delayed by several hours.

A group of scientists and explorers are still making preparations to search an area
60 kilometres wide 30 kilometres east of Moreton Island.

They are now hoping the multi-purpose Seahorse Spirt can leave by 11pm tonight.

A total of 268 non-combatants died when Centaur was torpedoed by a Japanese submarine
in May 1943.

The vessel has never been found.

Flights between Australia and New Zealand could be cut by about 30 per cent .. with
the two countries fleshing out a new travel agreement.

Australian and New Zealand customs last year reached an initial agreement to streamline
travel .. and New Zealand Prime Minister JOHN KEY says a formal agreement will be announced
in a few weeks.

The plan would create a common border and allow trans-Tasman travellers to avoid customs
and immigration.

Mr KEY says any new rules would not affect quarantine or biosecurity.

MELBOURNE, Aug 22 AAP - Premier John Brumby has neglected regional Victoria by leaving
town on the day a further 300-350 job losses were announced by car giant Ford, opposition
leader Ted Baillieu says.

Ford today announced a 15 per cent job cut at its Geelong and Broadmeadows plants,
with an expected loss of at least 300 jobs.

Regional Victoria would feel the flow-on from the job losses, he said, especially Geelong
which also was losing 600 jobs at the Ford engine plant.

"John Brumby obviously knew this announcement was going to be made," Mr Baillieu told reporters.

"Yesterday, he went through that parade in parliament of patting himself on the back
about what they've done in Geelong and today he's vanished."

Mr Brumby should leave an economic conference he is attending today on Hayman Island
in Queensland and explain the government's manufacturing plan for Victoria, Mr Baillieu
said.

Mr Baillieu said the Victorian government had not supported manufacturing.

"When this government has seen a decline in the share of manufacturing from 31 to 28
per cent over the life of this government you know they haven't acted," Mr Baillieu said.

He said a manufacturing strategy promised by Industry Minister Theo Theophanous in
December 2006 was still to be delivered.

Mr Baillieu also questioned whether Mr Brumby supported the review into the automotive
industry conducted by his predecessor Steve Bracks.

"We don't know whether he supports any of these measures because they've done nothing,"

Mr Baillieu said.

Vic: Foreign phone scammers rip off Aussie companies

MELBOURNE, April 16 AAP - Foreign-based criminals are ripping off Australian companies
by hacking into their telephone systems and racking up massive bills.

A Melbourne retailer and university were last week hit with collective phone bills
of more than $100,000 of overseas calls with police still gathering evidence of more victims.

Both parties are angry with Telstra which, they say, is insisting they pay the bills.

The Camberwell Electrics Superstore was contacted by Telstra to ask why they had made
$20,000 worth of overseas calls in less than two weeks, the store's accountant, Chris
Koh, told AAP.

A Swinburne University spokeswoman said it knew nothing about the scam until it was
hit by an $80,000 bill.

Police sources have told AAP the scam is carried out by overseas-based manufacturers
of phone cards commonly used by students to make cheap overseas phone calls.

The card manufacturers hack into a company's phone system, known as a private automatic
branch exchange (PABX), so the calls made by card users get charged to unsuspecting victims
of the scam.

"The calls were made to Romania, other parts of Eastern Europe, India, Russia and Asia
out of office hours," Mr Koh said.

"If you have more than two phone lines, you are susceptible, and our owner has a line
at home that allows him to dial out of the office and that facility is what these people
tapped into.

"That's how they (phone card sellers) get cheap rates for their customers, through
illegally tapping phone lines."

The hackers bypass codes, passwords and other security systems as computers run through
various combinations in milliseconds until they find the right one, Mr Koh said.

He said the situation reminded him of his wife once receiving a phone call from a Singapore-based
friend who he now believes was using such a card.

"A Melbourne phone number was displayed but she was calling from Singapore," he said.

Camberwell Electrics owner Graeme Hawkesford said he could not afford a $20,000 bill
but Telstra was not sympathetic.

"They said it was not their issue and we should have had security. But I said: `We
did'. But we were still told we were liable and had to pay," he told AAP.

"Our phone technician said this problem had been occurring since December and as far
as I am concerned they could have warned us."

The company has asked the Australian Federal Police (AFP) to investigate but Mr Koh
said he was not confident the overseas criminals or even unknowing users of the cards
could be tracked down.

"Surely there could be better communication between Telstra and the federal police
to forewarn people and make sure numbers are secure before they rack up $20,000 bills,"

he said.

Swinburne University was also fighting Telstra over the bill which included charges
for phone numbers the organisation did not own, said chancellery executive director Michael
Thorne.

Telstra spokesman Martin Barr, in a written statement, said the company provided information
to customers on preventative measures to protect themselves from such criminal activity.

"We are in talks with the customer to resolve the issue," he said.

NSW: Toddler with croup dies after international flight

SYDNEY, Dec 12 AAP - A two-year-old Swedish boy who died after arriving in Sydney on
an international flight was suffering from the viral infection croup, ambulance officers
say.

The boy, who was travelling with his parents on a Thai Airways flight yesterday, went
into cardiac arrest and died after the aircraft was diverted to Sydney for an unrelated
stop.

Emergency service crews were called to Sydney's international airport about 9.30pm
(AEDT) yesterday following the arrival of the Thai Airways flight, which it's believed
was originally headed for Brisbane.

An ambulance spokesman told AAP the boy was suffering from croup, a relatively common
infection of the throat and windpipe which usually occurs in children aged under three.

Croup causes swelling and narrows a child's airway, making breathing more difficult.

Mild croup can be managed at home, health authorities say, but children with serious
symptoms should be taken to hospital urgently.

Police and health authorities are awaiting the results of an autopsy, expected to be
completed today.

NSW Health will consider a community treatment plan, which may include other passengers
on the Thai Airways flight, once the cause of death is established.

The boy's family are not Australian citizens but are currently living here, a spokeswoman
for the Swedish embassy in Canberra told AAP.

"The embassy is in contact with the family which is normal when a Swedish citizen dies
abroad ... the embassy is automatically contacted," the spokeswoman said.

"There is a time difference with Sweden, they are about 10 hours behind (AEDT) and
since we believe not all the family members have been informed (of the death) yet we're
not making any further comments."

for nuclear power stations has dropped from 38 per cent to 35 per cent since May.

Support is strongest among male Coalition voters aged 50 and over .. while the strongest

transferred the former president to Iraqi custody.

UK Rwanda (LONDON)

Four men .. arrested in Britain after being accused of involvement in the 1994 Rwandan
genocide of the Tutsi ethnic group .. have been remanded in custody.

They'll face a London court again on January 26.

The four were arrested after the Rwandan government requested their extradition.

A new memorandum of understanding between Britain and Rwanda stipulates they won't
face the death penalty if convicted.



Brazil Crime (RIO DE JANEIRO)

More police are patrolling the streets .. and bus services have been cut back .. as
Rio de Janeiro reels from a day of gang violence that killed 19 people.

Tourism officials are concerned Brazil's image .. and revenue .. could suffer from
yesterday's wave of attacks .. in which drug gangs burnt buses and shot at police stations.

Seven people were burnt to death in one of six torched buses .. and three policemen
also were killed.

A bus has been set on fire today in the neighbouring city of Niteroi .. and sporadic
shooting has been reported on two major highways.



India Children (NEW DELHI)

A domestic servant has been arrested on the outskirts of New Delhi .. in connection
with the kidnapping and killing of several children in the area.

The arrest led police to recover skulls .. bones and clothes of small children buried
in the backyard of a house where the man worked.

Police say they're yet to determine how many children were killed .. but TV news channels
report more than two dozen skulls have been found.

SYDNEY, Aug 22 AAP - A man will face court today charged over an alleged home invasion
and sexual assault in Sydney's south west.

Four men allegedly drove to a residence in Yagoona about 5.30pm (AEST) on August 11.

Police say two men confronted a female occupant and demanded entry. She refused, and they
forced their way in.

Police tonight arrested a 26-year-old Bass Hill man at Yagoona.

He was charged with aggravated break and enter, commit serious indictable offence in
company, aggravated sexual assault in company, and deprive liberty.

He was refused bail and is due to appear at Bankstown Local Court today.

Qld: Many still without power in north Queensland

BRISBANE, April 14 AAP - Scores of far north Queensland homes and businesses are still
without power almost a month after Cyclone Larry blacked out the region.

Ergon Energy crews are attempting to reconnect about 200 homes and businesses today
and over the weekend, despite having promised to have power restored by Easter.

The supplier today said it had cost $30 million to reconnect power wiped from 135,000
of its customers during the devastating category-five cyclone on March 20.

Ergon Energy spokesman Tony Murray said most homes and businesses still blacked out
were too unsafe to have electricity restored.

"They are mostly homes and businesses that need to be demolished or extensively rebuilt,"

Mr Murray said.

"Where it has been safe to reconnect supply, Ergon has done so and our crews are working
overtime over Easter to ensure customers without power will have it as soon as possible."

Most homes and businesses without electricity are in remote parts of the Atherton Tablelands,
west of Innisfail.

It also was announced today that portable homes will be transported to the region to
help families still struggling to find accommodation.

Recovery task force leader General Peter Cosgrove said he had asked the Queensland
government for 50 kit homes for a "handful of families" in Innisfail and surrounding areas
still without temporary housing.

"(They) are on the way up here and will be in place with the agreement of the council
on sites around Johnstone Shire," he told ABC Radio.

General Cosgrove said the homes would be built in Brisbane and transported north by
truck and train.

"These things won't have the amenities of a house but you'd probably say 20 or 30 families
could be accommodated if you work on the nuclear family," he said.

Despite a mammoth mop up operation, a lot of work still remains to be done, with authorities
aiming to rebuild houses before the next wet season in nine months time.

"The last thing I want is our residents living under tarps in the next wet season,"

Johnstone Shire Mayor Neil Clarke told ABC Radio.

General Cosgrove said the opening of a Building Coordination Centre in Innisfail yesterday
would bring together insurers, builders and suppliers to provide a one-stop shop to help
residents speed up the rebuilding of their homes.

Queensland Premier Peter Beattie said the centre was the best way the government could
prevent profiteering.

Almost a month after the category five cyclone hit far north Queensland, the streets

SAP Public Services, Inc., today announced that the University of Arkansas for Medical Sciences (UAMS) successfully deployed SAP(R) human resources, materials management and financial management solutions. UAMS replaced fragile legacy systems with a stable, complete SAP solution to improve its business processes. 3D Object recognition by classification using neural networks.(Report)

1. Introduction

The growing number of 3D objects available on the Internet or in specialized databases, mandates the establishment of methods to develop techniques for recognition and description to access the content of these smartly objects. However the objects' 3D object recognition has been as extensive and has become very important in many areas.

In this framework, several approaches exist: In terms of statistical approaches, the statistical shape descriptors for recognition generally consist of either calculating various statistical moments [1-3] or estimating the distribution of the measurement of a given geometric primitive, which is deterministic [3] or random [2]. Among the approaches by statistical distribution, we mention the specter of a 3D shape (3D SSD) [4] which is invariant to geometric transformations and algebraic invariants [5], providing of global descriptors, expressed in terms of moments of different orders. For structural approaches, the approaches representing the segmentation of a 3D object into plot of land and representation by the adjacency graph are presented in [6] and [7].

In the same vein, Tang elder et al. [8] have developed an approach based on representations by points of interest. In approaches by transformation a very rich literature emphasizes any interest in approaches based on Haugh transformation [9-11] which include detecting different varieties of (n - 1) dimension diving into the space.

In the same vein, this work focuses on defining a method that allows the recognition of 3D objects by classification based on neural networks. Classification is a computing tool that expects as input a list of numbers, and which provides, at its output, an indication of class. A classifier must be able to model the best borders that separate classes from each other. This modeling uses the concept of discriminant function, which allows to express the classification criterion. Its role is to determine, among a finite set of classes, to which class a particular item belongs.

2. Representation of 3D Objects

3D object is represented by a set of points denoted M = [{[P.sub.i]}.sub.i=1,...,n] where [P.sub.i] = ([x.sub.i], [y.sub.j], [z.sub.i]) [member of] [R.sup.3], arranged in a matrix X. Under the action of an affine transformation, the coordinates (x, y, z) are transformed into other coordinates ([??],[??],[??]) by the following procedure:

3. Classification

Classification is a research area that has been developed in the sixties. It is the basic principle of multiple support systems for diagnosis. It assigns a set of objects to a set of classes according to the description thereof. This description is done through properties or specific conditions typical to these classes.

Objects are then classified according to whether or not they check these conditions or properties. Classification methods can be supervised or unsupervised.

Supervised methods require the user a description of the classes while those unsupervised are independent of the user. Rather they are methods of statistical grouping that sort objects according to their properties and form sets with similar characteristics.

4. The Artificial Neural Networks

The artificial neural networks (ANN) are mathematical models inspired by the structure and behavior of biological neurons [12]. They are composed of interconnected units called artificial neurons capable of performing specific and precise functions [13]. ANN can approximate nonlinear relationships of varying degrees of complexity and significant to the recognition and classification of data. Figure 1 illustrates this situation.

4.1. Architecture of Artificial Neural Networks

For an artificial neural network, each neuron is interconnected with other neurons to form layers in order to solve a specific problem concerning the input data on the network [14,15].

The input layer is responsible for entering data for the network. The role of neurons in this layer is to transmit the data to be processed on the network. The output layer can present the results calculated by the network on the input vector supplied to the network. Between network input and output, intermediate layers may occur; they are called hidden layers. The role of these layers is to transform input data to extract its features which will subsequently be more easily classified by the output layer. In these networks, information is propagated from layer to layer, sometimes even within a layer via weighted connections.

A neural network operates in two consecutive phases: a design phase and use phase. The first step is to choose the network architecture and its parameters: the number of hidden layers and number of neurons in each layer. Once these choices are fixed, we can train the network. During this phase, the weights of network connections and the threshold of each neuron are modified to adapt to different conditions of input. Once the training on this network is completed, it goes into use phase to perform the work for which it was designed.

4.2. Multilayer Perceptron

For a multilayer network, the number of neurons in the input layer and output layer is determined by the problem to be solved [14-16]. The architecture of this type of network is illustrated in Figure 2. According to R. LEPAGE and B. Solaiman [14],the neural network has a single layer with a hidden number of neurons approximately equal to: J = 1 + [square root of (N(M + 2))] where:

N : number of input parameters.

M : the number of neurons in the output layer.

4.3. Figures and Tables

The learning algorithm used is the gradient back propagation algorithm. [17] This algorithm is used in the feed forward type networks, which are networks of neurons in layers with an input layer, an output layer, and at least one hidden layer. There is no recursion in the connections and no connections between neurons in the same layer.

The principle of backpropagation is to present the network a vector of inputs to the network, perform the calculation of the output by propagating through the layers, from the input layer to the output layer through hidden layers. This output is compared to the desired output, an error is then obtained. From this error, is calculated the gradient of the error which in turn is propagated from the output layer to the input layer, hence the term back propagation. This allows modification of the weights of the network and the refore learning. The operation is repeated for each input vector and that until the stop criter ion is verified [18].

4.4. Learning Algorithm

The objective of this algorithm is to minimize the maximum possible error between the outputs of the network (or calculated results) and the desired results. We spread the signal forward in the layers of the neural network: [x.sup.(n-1).sub.k] [right arrow] [x.sup.(n).sub.j] The spread forward is calculated using the activation function, the aggregation function h (often a scalar product between the weights and the inputs of the neuron) and synaptic weight [w.sub.jk]between the neuron [x.sup.(n-1).sub.k] and the neuron [x.sup.(n).sub.j] as follows:

When the forward propagation is complete, we get the output result y. It then calculates the error between the output y given by the network and the desired vector s.

For each neuron i in output layer is calculated:

5. Principle of the Proposed Method

The principle of the proposed method is as follows: Step 1:

Given two 3D objects (object of database) X and Y (query object) that seeks to verify if they are related by a linear transformation and therefore are part of the same class (class of objects and transformed by an affine transformation), so we take as a first step r random samples of size p of points X respectively Y points named [MATHEMATICAL EXPRESSION NOT REPRODUCIBLE IN ASCII] respectively [MATHEMATICAL EXPRESSION NOT REPRODUCIBLE IN ASCII]. After that we study the association between the samples [MATHEMATICAL EXPRESSION NOT REPRODUCIBLE IN ASCII]. Step 2:

Step 3:

This step involves the classification of objects using multilayer neural networks whose input vector is the vector of errors: VectErr = [[err.sub.0], [err.sub.1], ..., [err.sub.r]] and the output is the class c, with c = 1 (class [c.sub.1]) if [phi](VectErr) [less than or equal to] [delta] else c = 0 (class [c.sub.0]) where [delta] a preset threshold small enough (very close to zero).

If c = 1 so all errors are part of the same class, a class where errors are very close to zero, i.e. that:

6. Results and Discussion

Consider two 3D objects X (object of a database) and Y (query object) related by an affine transformation (Figure 4 and Figure 5) and divided into 20 samples. The goal is to reach neural structures capable of recognizing the errors corresponding to samples of objects belonging to the same class. The learning base is comprised of input variables (errors) and desired outputs variables (classes).

The desired output will serve as a comparison with the calculated output during the learning phase. After training the network, tests were conducted on a number of data (errors) to check their performance. According to the results (Figure 6 and Figure 7) of the validation test we notice that over 95% of errors are classified in the class [c.sub.1], which shows that according step 3 Y is an affine transformation of X.

7. Conclusions

In this work, we presented a classification method for recognizing 3D objects. Indeed, we have developed an approach based on neural networks which is a first step to split the objects into n samples and then calculate the errors for these samples. Using the proposed method, they will be subject to classification for the recognition of these objects. Recognition is performed using the classification errors rate corresponding to objects (object of origin and its clone) as shown in Figure 6. The simulation results were presented and an evaluation of the designed system has been made. They were generally satisfactory and show the validity of the proposed method.

New Neural Networks Study Findings Have Been Reported by H.B. Bao and Colleagues.

According to a study from Nanjing, People's Republic of China, "This paper is concerned with the state estimation problem for a class of discrete-time stochastic neural networks (DSNNs) with random delays. The effect of both variation range and distribution probability of the time delay are taken into account in the proposed approach."

"The stochastic disturbances are described in terms of a Brownian motion and the time-varying delay is characterized by introducing a Bernoulli stochastic variable. By employing a Lyapunov-Krasovskii functional, sufficient delay-distribution-dependent conditions are established in terms of linear matrix inequalities (LMIs) that guarantee the existence of the state estimator which can be checked readily by the Matlab toolbox. The main feature of the results obtained in this paper is that they are dependent on not only the bound but also the distribution probability of the time delay, and we obtain a larger allowance variation range of the delay, hence our results are less conservative than the traditional delay-independent ones," wrote H.B. Bao and colleagues.

The researchers concluded: "One example is given to illustrate the effectiveness of the proposed result."

VA Dedicates New Wind Turbine at Massachusetts National Cemetery.

Expands Renewable Energy Projects to Better Serve Veterans, Promote Energy Independence, Save Taxpayer Dollars

BOURNE, Mass. -- The Department of Veterans Affairs held a dedication ceremony today to dedicate a new 50-kilowatt wind turbine at Massachusetts National Cemetery. The 120-foot tall structure is projected to produce up to 95 percent of the cemetery's annual electricity usage which will allow it to operate almost entirely on renewable energy.

Under the leadership of Secretary Eric K. Shinseki, who flipped the switch at today's wind turbine dedication, VA is transitioning into a 21st century organization that better serves America's Veterans. "Nationally, VA continues to expand its investment in renewable sources of energy to promote our Nation's energy independence, save taxpayer dollars, and improve care for our Veterans and their families," said Shinseki.

Acting Under Secretary for Memorial Affairs Steve Muro also attended and gave remarks. "With one of VA's first wind turbine projects, the Massachusetts National Cemetery is leading the way in the use of renewable energy while providing the burial benefits that New England Veterans and their families have earned," Muro said.

The wind turbine project was funded through a $553,000 American Recovery and Reinvestment Act grant and is part of an overall VA energy conservation initiative that includes renewable energy generation technologies, metering systems, and energy conservation and water-saving measures. In total, the renewable energy systems awarded represent more than nine megawatts of planned power generating capacity from solar, wind, and cogeneration technologies.

In fiscal year (FY) 2010 alone, VA's renewable energy accomplishments included awarding 17 solar energy projects, one new wind turbine, one geothermal system, and six combined heat and power (CHP) systems. The commitment by VA to clean energy in FY 2011 continues through contracts to implement seven solar energy projects, two wind turbines, six geothermal systems, and one renewable CHP system, and VA expects to award 19 additional projects before the end of the fiscal year. Once completed, VA's FY 2011 awarded renewable energy projects will generate an estimated 46 million kilowatt-hours of electricity annually. This is enough electricity to meet the annual needs of approximately 4,100 U.S. households.

Westover tests communications package.(Round the Reserve)

Reservists at Westover Air Reserve Base, Mass., conducted field exercises in April using a new mobile communications package.

The 439th Communications Squadron is the first Air Force Reserve Command unit to receive the Joint Incident Site Communications Capability system, said Capt. Jeremy Downer, the organization's officer in charge. He and a group of communications Airmen started the field exercise the morning of April 1 by rolling out components of the mobile communications kit, all of which fit inside of a 19-foot trailer and on the back of two flat-bed trucks.

The National Guard developed the system in the aftermath of Hurricane Katrina to address the problems military and other government agencies who responded to the disaster encountered in communicating with one another, Captain Downer said. AFRC is adapting the capability to provide its bases with flexible emergency response communications.

Captain Downer said the package will allow Westover communications Airmen to respond to a man-made or natural disaster on site with a "command post in a box."

"Hurricanes, floods--whatever we would be asked to do inside or outside the wire, we can do with this system," he said.

JISCC includes satellite equipment, communications terminals, a 30-foot antenna, a trailer and a tent. The entire package costs more than $300,000 to field, but the capability it provides, in terms of saving lives and property, is immeasurable for organizations responding to disasters.

During the field exercise, JISCC proved its value by providing for the constant flow of vital information in a seamless manner, Captain Downer said.

Its radio systems are compatible with those of other military and government agencies. In addition, the package provides local area networking capability for laptop computers to access the Internet and other key networks. It comes with everything necessary to make JISCC completely self-sufficient in the field.

Taming the flood the Iowa way.(focus)

On June 16, the day after Father's Day, a simple e-mail was sent from central headquarters in Des Moines to local leaders of the Iowa Department of Human Services. "Immediate attention," read the subject line.

The one-paragraph message asked help in identifying DHS employees willing to drive 100 or 200 miles from relatively dry areas of the state to soggy portions of eastern Iowa that were inundated with high water. It was a natural disaster that Gov. Chet Culver ranked among the top 10 worst in U.S. history, the result of biblical rains and horrific tornadoes.

The Iowa DHS was still functioning statewide that day but the strain was building.

Late the previous week, the Cedar River overwhelmed Cedar Rapids and all of its government functions, including regional offices of the DHS, thought to be safe on the upper floors of a sturdy downtown building that had never seen high water. The building was hastily abandoned as the angry Cedar barged through downtown.

Within hours, Marc Baty, the top DHS administrator for the 14-county Cedar Rapids region, and his staff found temporary offices in widely scattered public places, such as schools.

In a flurry of urgent after-hours calls to the phone company and internal IT staff, Baty arranged for the county office's main telephone number to roll to manned office locations and to patch together a computer network. Employees in the regional child abuse and neglect intake unit were instructed to report to DHS offices in a nearby county.

It all occurred without a break in service, and the phone never went unanswered.

But the enormity of the damage--and the damage yet to come as the crest moved southeast toward the Mississippi River--was becoming evident.

"Our first job was to preserve service for the 800,000 who depend on us everyday," said DHS Director Kevin Concannon, a 40-year veteran administrator in Iowa and elsewhere who postponed retirement plans by a month to help steer the recovery.

In Iowa, the DHS administers Medicaid, the state children's health insurance program, food stamps (known in Iowa as food assistance), welfare, subsidized child care, collection of child support payments, licensing of child-care centers, and child welfare. Half of the agency's 5,900 employees administer those programs. The other half staff nine institutions and the central office, none of them significantly damaged by floods.

"Our second job was to aggressively administer additional emergency programs for people who would not normally be eligible for our help, specifically disaster food assistance, crisis mental health counseling, and disaster grant assistance," Concannon said.

"When you're dealing with a crisis, government agencies can't wait for the fire trucks. Don't wait for FEMA to arrive. Start making calls to your federal partners to get things moving. Build your capacity and do it as much as possible from within," he said.

Hence the e-mail message on June 16 from LaVerne Armstrong, head of the agency's field office support unit. Expenses and salary for traveling workers would be covered, the note explained. Interested people would have to be ready to travel as soon as possible, some within two days.

He soon had a long list of people not only willing to deploy elsewhere, but others willing to put in extended hours to fill the shifts of traveling colleagues.

For several weeks, between 120 and 150 eligibility-determination staff--20 percent of the total statewide employees who do this work--volunteered to work three-to five-day shifts in FEMA disaster recovery offices that were hastily set up around the state. The traveling workers also provided respite in the hardest-hit local DHS offices.

Since most FEMA disaster recovery centers did not have Internet access for DHS workers to use, Armstrong also ordered 100 wireless Internet access cards for employees to plug into their laptops.

With the internal staff response being quick and mobile, there was no need to accept offers of staff assistance from other states.

"We appreciate those gestures, and there's no doubt we would have accepted them if our own employees hadn't stepped up so energetically," said Concannon.

Iowa, a state of some 3 million, is carved into 99 counties, and the DHS has offices in each one. Two-thirds of them have regular business hours while those in the most rural areas are open only a couple of days a week. Day-today management is provided in eight service area headquarters, includingone in Cedar Rapids, the state's second largest city at 124,000.

So far, an astonishing two-thirds of the state, 63 counties, have been declared a presidential disaster for individual assistance, meaning homeowners and renters may apply for up to $28,800 in FEMA disaster grants. Almost the entire remainder of the state was declared a disaster by the governor, meaning residents there may apply for Iowa's low-income disaster grant program administered by the DHS.

As the disaster deepened, Concannon ordered daily meetings of top administrators--normally a weekly event--plus a written detailed memo prepared every afternoon for all staff, legislators and anyone interested.

Among early decisions were those to lay eyes on all foster children, both relative and nonrelative (all were found safe, although some were in displaced families); to arrange for the post office to hold DHS mail that was undeliverable in flood areas (giving recipients time to collect it); to rapidly expand the food assistance call center (which fielded 500 calls a day, five times the normal rate); to host a displaced substance abuse shelter in one of the DHS-operated mental health institutes; to permit displaced people receiving subsidized childcare to remain eligible (normal requirements are to be employed or a full-time student); and to provide quick replacement for Medicaid-paid drugs or equipment lost or damaged in high water.

Administrators were aggressive in protecting state assets. With a flood surge heading for Des Moines on June 16, Child Support Administrator Jeanne Nesbit ordered 150 employees to abandon their low-lying offices and to take their computers home with them, monitors and all.

Essential to the Iowa DHS flood response was close communication with federal partners. Concannon said the Food and Nutrition Service was particularly helpful. As soon as the president declared a batch of counties to be disaster areas eligible for individual assistance, DHS officials asked permission of FNS to launch the disaster food assistance program. Approval came quickly each time, and DHS workers were dispatched to the affected areas almost immediately.

"Keep in mind, this program is completely separate from the regular food assistance program," said Ann Wiebers, lead administrator for DHS financial support programs.

"We're talking about a one-time, nonrenewable grant that provides quick help at a time when families are dealing with crises. Income and resources are taken into account, but the program works in a different way as most of the recipients are people who are not eligible for the regular program.

Customers got their food assistance debit-like cards before leaving the county office or the FEMA site, Wiebers said. In most cases, the cards were activated immediately.

Through the middle of July, about 13,000 households (34,000 plus people) received disaster food benefits. Eighty-two percent of recipients were new food stamp customers, with an average benefit of $357. The other 18 percent of recipients were already receiving regular benefits. They qualified for additional benefits averaging about $200.

Since many disaster victims have little or no access to cooking facilities, the FNS also approved Iowa's request allowing food stamp customers to purchase prepared hot food with their benefits. The rule applied only to previously approved food assistance vendors, not to restaurants.

Another federal waiver was more unusual.

As neighborhood after neighborhood became overwhelmed, disproportionately affecting low-income Iowans, DHS administrators searched for a plan to prevent automatic disqualifications in Medicaid and food assistance, among other programs.

About 35,000 Medicaid annual reviews were scheduled for July and August, and another 32,000 food stamp reviews were scheduled. Wiebers said the first part of the process--mailing recertification forms--was problematic because many recipients didn't have an address anymore, or lived in a place where mail was not delivered.

While the flood has left the state, the disaster lingers. With uncertainty about the future and pain from the losses, many Iowans needed--and will likely continue to need--crisis mental health counseling. Officials in the Mental Health and Disabilities Service division secured FEMA grants to provide free crisis counseling in the hardest-hit counties.

The DHS response wasn't entirely seamless.

Cedar Rapids officials were frustrated when inaccurate news reports or documents couldn't be squelched quickly enough. In one flyer that was widely distributed, disaster victims were told that they would get emergency food stamps if they simply showed up at the DHS office, no questions asked.

It was also difficult getting the word out about the location of temporary DHS offices and FEMA sites.

The initial supply of electronic benefits transfer food stamp cards did not meet the growing demand, and there were problems with printing and delivering new ones. In the end, all sites had an adequate supply.

Concannon said his agency's response was nimble and forceful.

"At some point there will be a formal debriefing and we'll make recommendations on lessons learned. Overall, I think the DHS can be proud of its service in a crisis. The takeaway for me is; don't wait, take action early, and engage the federal agencies from the outset," he said.
